Carl is a Public Health Specialist with expertise in health determinants and inequalities. Since our establishment in 2020, he has consulted for OXSREV on various projects.

He also leads the 'Healthy Places' programme at Public Health England, focusing on how spatial planning—including housing, transport, public spaces, and green infrastructure—can enhance health and well-being.

Previously, Carl worked for the Department of Health across South East England and nationally, primarily on policies aimed at improving the health and well-being of older adults.

From 2011, he led the development of England’s Heatwave and Cold Weather Plans and the Warm Homes Healthy People fund initiatives.
